The reform does entail a set of activities that can not be implemented without the cooperation of school–power-community. This will facilitate the furtherance of citizenship initiatives, acceleration of the decentralization processes and formation of an effective civil society where at any local, regional and national level the active citizens will be engaged in real governance.
