Volyn territorial communities have discussed the implementation of the specialised secondary education reform
On 11 October 2024, public discussions were held in Lutsk to discuss further steps in the implementation of the specialised education reform. Heads, deputy heads and directors of educational authorities of all 54 territorial communities of Volyn region joined the discussion of key issues of the reform implementation.
The officials of the Ministry of Education and Science of Ukraine and the DECIDE project experts answered the questions of the communities. The discussion was also joined by the heads of the Volyn Regional State Administration and the Regional Council.
The key issues include
goals of the reform and specifics of establishing academic lyceums;
criteria for the formation of a network of academic lyceums, in particular, the number of students in an academic lyceum, the territory of transportation, accommodation for students if necessary, and student meals;
modelling of the network of academic lyceums in the region on a GIS map;
legislative framework for the reform;
funding models for academic lyceums
The event was attended by the Deputy Ministers of Education and Science Nadiia Kuzmychova and Andrii Stashkiv, and Ukrainian MP Iryna Konstankevych.
The specialised secondary education reform is a response to the demand of society, stressed Valentyna Poltorak, DECIDE Project Manager. According to her, Ukrainian students and their parents seek opportunities to receive education at the same level as their peers abroad.
«Volyn region is the 9th region where we organise public discussions. 550 communities have already expressed their opinions on the ideas and the Reform Strategy, and discussed the main issues of forming a network of academic lyceums. The legislative amendments currently published by the Ministry of Education and Science for discussion are based on the results of the first 8 events with communities. In times of war, it is crucial to keep in touch with the society on the implementation of all important amendments, which is why DECIDE provides this opportunity for a dialogue between the Ministry of Education and Science and the territorial communities which will be the founders of academic lyceums in the vast majority. The communities’ opinions will be taken into account in the development of the Strategy», — noted Valentyna Poltorak.
As a result of the discussion, 68% of the participants mentioned that the essence of the reform had become clearer, and 78% understood the ‘rules’ of its implementation. And 54% plan to have an academic lyceum in their community, and another 13% would like to have a regional lyceum in their community. In addition, 46% of respondents are ready to consider the possibility of establishing a lyceum in cooperation with other communities, if their community is unable to have its own academic lyceum.
